      WHEREAS, Research has shown that there are significant gaps between patients’ treatment needs and capacity at the state and national level for opioid agonist medication-assisted treatment (OA-MAT).1

      WHEREAS, The AOA’s official stance, stated in H440-A2016, recognizes and advocates that MAT is the most effective and cost-effective method for opioid addiction treatment. H440-A2016 also encourages education and collaboration on the local level.2

      WHEREAS, Medical students are able to become DATA 2000 Waiver trained through PCSS prior to graduation, resulting in eligibility to prescribe OA-MAT upon receiving a DEA number

      WHEREAS, residents do not have their own personal DEA numbers in most programs, preventing their ability to prescribe evidence-based medication for substance use disorder

      WHEREAS, residents are able to prescribe numerous drugs that include full agonist opioids with addictive properties

      WHEREAS, creating a system to allow residents to utilize their training to the fullest would immediately increase the number of fully trained physicians able to prescribe lifesaving medications that are within their scope and training, therefore, be it

      WHEREAS, On January 14th the Health and Human Services (HHS) announced plans to lift the X-Waiver requirements and allow all licensed physicians with a DEA number to prescribe MAT to 30 patients. This was retracted but will likely be reimplemented. We understand the tentative nature of this resolution but feel regardless, the plans of the HHS does not include residents since it only expands MAT utilization to those with DEA numbers.

      RESOLVED, SOMA will advocate that resident programs create systems to identify which residents have their DATA 2000 Waivers and provide residents with OA-MAT prescribing privileges; and be it further

      RESOLVED, SOMA will advocate for the AOA to encourage resident programs to create systems to identify which residents have DATA 2000 Waivers and provide residents with OA-MAT prescribing privileges; and be it further

      RESOLVED, SOMA and the AOA will advocate that the DATA 2000 Waivers be extended  to all residents who have completed the required training

      RESOLVED, If the X-Waiver requirement is lifted, then SOMA and the AOA will advocate that this be further expanded to include residents.
