Resolution: S-20-34: UPDATE TO THE DEADLINE FOR SUBMISSIONS OF RESOLUTIONS TO OUR HOUSE OF DELEGATES

1  WHEREAS, SOMA currently sets the deadline for resolutions twenty-one days prior to holding its
2  House of Delegates; and

3  WHEREAS, this process of reviewing submissions, compiling resolutions into a single document, and
4  distributing that document to members and/or consulting relevant stakeholders is a lengthy and
5  complex one; and

6  WHEREAS, the resolution packet for OMED 2017 was sent on September 24, 2018 and the Open
7  Session of the House of Delegates was held on October 8, 2017 to consider 11 resolutions; and

8  WHEREAS, the resolution packet for Spring 2018 was sent on February 25, 2018 and the Open
9  Session of the House of Delegates was held on March 6, 2018 to consider 23 resolutions; and

10  WHEREAS, the resolution packet for OMED 2018 was sent on September 17, 2018 and the Open
11  Session of the House of Delegates was held on Oct 6, 2018 to consider 19 resolutions; and

12  WHEREAS, the resolution packet for Spring 2019 was sent on February 18, 2019 and the Open
13  Session of the House of delegates was held on March 3, 2019 to consider 35 resolutions; and

14  WHEREAS, the resolution packet for OMED 2019 was sent on October 16, 2019 and the Open
15  Session of the House of Delegates was held on October 26, 2019 to consider 41 resolutions; and

16  WHEREAS, as more resolutions are submitted more time is needed in advance of the House of
17  Delegates to ensure the high quality of both resolutions and debate that we as an organization pride
18  ourselves on; now, therefore, be it

19  RESOLVED, that the following revisions be made to the SOMA Bylaws to adjust the submission
20  process for resolutions to prior to the meeting of the House of Delegates:

Article IV, Section 1	Any member(s) of the Association may author a resolution by submitting the resolution, with at minimum one additional member co-author. Resolutions shall be submitted to the National Parliamentarian for feedback and scoring at least 60 days prior to the next meeting of the House of Delegates. Final drafts of resolutions shall be sent to the National Parliamentarian at least twenty-one forty-five days prior to the next meeting of the House of Delegates.	Any member(s) of the Association may author a resolution by submitting the resolution, with at minimum one additional member co-author. Resolutions shall be submitted to the National Parliamentarian for feedback and scoring at least 60 days prior to the next meeting of the House of Delegates. Final drafts of resolutions shall be sent to the National Parliamentarian at least forty-five days prior to the next meeting of the House of Delegates.
